AGRICULTURE PROJECT IMPLEMENTATION UNIT (APIU)

“Agriculture Reform Support” Project as a non-profit state institution was established in September 4 1997 by Order N 320 of the RA Ministry of Agriculture. In July 27, 1998 it was restructured to "Agricultural Reform Support Project Implementation Unit" state close joint company according to joint protocol N 1 of the RA Ministry of Finance and Economics and the RA Ministry of Agriculture.

According to the RA Government Decree N 765, dated December 22 1999, "Agricultural Reform Support Project Implementation Unit" state close joint company was dissolved and "Agricultural Reform Support Project Implementation Unit" state institution was established.

In 2011 "Agricultural Reform Support Project Implementation Unit" state institution was renamed to "Agriculture Project Implementation Unit" state agency according to the RA Government decree N 355.

All financial resources, provided according to the credit agreements signed between the Republic of Armenia and International Development Agency, are being included in the state budget of the RA Government as of years and source of financing.  Different bank accounts are opened for each project financing source. Starting from October 2011 all bank accounts are transferred to the treasury department of the RA Ministry of Finance.

Social Monitoring Visit

In the framework of the Second Community Agricultural Resource Management and Competitiveness Project, on April 05, 2017 the APIU SA staff representatives “Value Chain Development” (VCD) Component Food Safety Specialist Georgi Hovhannisyan and the Project Social Specialist Emma Mkrtchyan carried out the social monitoring visit to the “Mer Sarer Holding” LLC located in Yerevan, which is implementing the “Business development for the honey export” subproject under the Value Chain Component. During the visit the Social Specialist verified the compliance of the implemented subproject to the Project social safeguards, as per the relevant questionnaire. The representatives of the enterprise answered in details to all the questions of the APIU SA specialist, who, in addition to the verification of compliance to the social safeguards, provided additional consultations to the representatives of the enterprise.

Measures towards Establishing Machine and Tractors Stations

On March 23 this year, Gegham Gevorgyan received a delegation headed by Yevgeni Korchevoy, head of Agriculture, Food and Road Construction Machinery Department of the Ministry of Industry and Trade of the Russian Federation, in which the Sales Representative of the Russian Federation in the Republic of Armenia Andrey Babko was also present. Procurement chief specialist of Agriculture PIU SA Azat Tovmasyan and Community Pasture/Livestock Management System component coordinator of the second CARMAC project Karen Torosyan were also participating in the meeting.

During the meeting all the issues, opportunities and perspectives of providing agricultural machinery to the Republic of Armenia were discussed. The parties emphasized the importance of establishing Machine and tractors station (MTS) as soon as possible. Opening Ceremony of One-Stop Shop Center

Works towards opening a Service Center on One-Stop Shop basis in the RA MoA State Service for Food Safety (SSFS) have been carried out within Strengthening Public Sector Institutions component of the Second Community Agricultural Resource Management and Competitiveness (CARMAC) project implemented by the Agriculture PIU and financed by the World Bank. The Center is aimed at improving and increasing the service quality provided to economic entities and citizens.

Today the opening ceremony of the Service Center took place with the participation of the RA Minister of Agriculture Ignati Arakelyan, Agriculture PIU Acting Director Gegham Gevorgyan, WB Consultant Ara Karapetyan and other guests. In his opening speech the head of SSFS Ishkhan Karapetyan mentioned that the SSFS has significantly simplified the administrative procedures and introduced electronic management tools thus ensuring transparency of all the activities. Buckwheat Produced in Tsovagyugh Community will Soon Take its Place in the Local Market: The Minister of Agriculture paid a visit to the RA Gegharkunik Marz

Yesterday, the RA Minister of Agriculture Ignati Arakelyan paid a working visit to the RA Gegharkunik Marz.

The Minister visited the buckwheat processing factory established within ENPARD project in Tsovagyugh community. 5 cooperatives, engaged in buckwheat cultivation, have been established in this marz since 2015 within ENPARD project. The buckwheat they produced is now being processed in this factory. As mentioned by the Minister, this is a very interesting project which will allow replacing imported products with local ones. Thus after getting relevant information on the demand and to ensure the continuation and expansion of the project, the Government will discuss the issue of subsidizing special fertilizations and seeds for buckwheat production. The people in charge ensured that at the end of April they will present packaged product and the Armenian consumer will be able to buy in retail market Armenian buckwheat produced in Gegharkunik marz.

Working meeting

On February 13, 2017 Agriculture PIU Acting Director Gegham Gevorgyan and “Community Pasture/Livestock Management System” component coordinator of the Second Community Agricultural Resource Management an Competitiveness project (CARMAC 2) Karen Torosyan, chief specialist Kamo Khachatryan and other employees had a meeting with Karina Harutyunyan, “Livestock Development in the South of Armenia” project leader of “Strategic Development Agency” (SDA) non-governmental organization, project consultant/expert Gagik Tovmasyan and management specialist/component coordinator Lusine Simonyan.

K. Harutyunyan presented the project they are implementing and mentioned that it’s being funded by the Swiss Agency for Development and Cooperation and implemented in the RA Syunik and Vayots Dzor marzes.
