Խորհրդատվական ծառայություններ - Հիվանդությունների վերահսկման կարողությունների հզորացումՀայաստանի Հանրապետություն Սննդամթերքի անվտանգության կարողությունների զարգացման ծրագիր (FS IDF) IDF դրամաշնորհ - TF012224 Ծրագիր No. P129168 Հղում No. (ըստ Գնումների պլանի): FS-IDF-CS-14/10 The Republic of Armenia (RA) has received financing in the amount of US$ 0.45 million equivalent from the World Bank toward the cost of the Food Safety Capacity Building Project, and intends to apply part of the proceeds for consultant services. The consulting services (“the Services”) include the development of surveillance, reporting, collection and analysis capacity for priority zoonotic and foodborne cases in order to better respond and implies adaptation of strategies and actions if need be; support capacity building on risk analysis and policy development, two basic components of a modern food safety system. This would allow adaptation to evolving situations, integrating scientific advances as well as food safety requirements for international markets. For that purpose the Consultant would involve the following specific activities:
- Assist the respective staff in the State Food Safety Service (SFSS) in implementing the day-to-day management information system activities. Help the senior management of SFSS to understand the daily decision making tools. Explain how day-to-day decision making tools could be utilized by SFSS management. Since the existing procedures have been reviewed and found not quite effective, therefore there is a need to strengthen the existing procedures through hands-on work as well as training of the relevant staff.
- Review the current information system and suggest new options based on the needs, suggest the best method for ongoing reporting to decision makers at SFSS and feedback to marz centers and community veterinarians and food safety specialists for the disease surveillance system, monitor disease levels and identify trends. Suggest options for exchanging and sharing information among central and marz offices of SFSS and MOA.
- Work on the currently available electronic big-scaled map (on which localization of disease pockets will be visible even at community levels) with SFSS staff in order to display the information in a mapping way as well.
- Clearly define priority zoonotic and foodborne diseases.
- Establish specific surveillance system and data management for zoonotic and foodborne diseases.
- Establish risk analyses methodology, based on case studies and develop training materials. This would help SSFS develop food and feed safety policies and provide sound justification to stakeholders and the general public, based on risk analysis.
- Review and comments the electronic management database software system for the State Service for Food Safety (henceforth-system, EMDSS) modeling and developing by Specialist hired under the project
- Find out what is lacking in zoonotic and foodborne disease surveillance in terms of data analyses and data collection and suggest appropriate solutions for each case. Based on findings, elaborate a scheme of applicable solutions, which would be introduced and discussed during the workshop.
- Identify the training needs of the SSFS staff.
- Conduct one national workshop targeting technical staff on zoonotic and food borne diseases. This would provide technical knowledge and strategic guidance to further address those of major importance for Armenia.
- Review the veterinary medicine legislation (including, but not limited to: rules of importation, manufacture, distribution/sales, and usage of veterinary medicines, quality standards, authorized professionals, prescription, withdrawal periods and maximum residue limits, and controls) and point out gaps with reference to international and EU legislation and the ways to abridge them.
